Legacy is super relevant to the plot of the series. Mark of the assassin is a side story, but very fun. I believe inquisition goty comes with all DLC now.

The descent I think is fine to be started whenever, same with the avaar one, but I found they’re higher leveled areas for when you can’t level up as much with the base game. Just make sure to check if you hit the level requirements for each of those dlc areas and you can go ahead and start them whenever you please.
Yes and no. Technically, you can charge into multiplayer solo, but it won't go very well since the difficulty never scales down from a 4 player team. I've tried, it just frustrated me to a point I stopped playing MP. You don't even get AI to fill in, that only happens in the "proving grounds" which is like a tutorial of sorts so real missions
